Can not Create Tasks in Windows Task Scheduler – Permission Denied

I have few servers facing the same problem. I am unable to create task scheduler tasks. The problem seems to be exactly the same as this and that.
However, I checked the group policies and made sure that no strategy was in place to deny write permission on the% SystemRoot% Tasks folder. .
I also run the command Integrated Tasks / I / G / CACLS Administrators: F to make sure that administrators have permissions on the folder.

However, there is no chance. I can not access the folder through Windows Explorer, but I can access it through a command prompt with elevated privileges, which means that the permissions are in place. In addition, I compared the permissions of an active server and a non-functional server with the help of AccessEnum.exe, which returns the same result.

In this case, what can be done to solve the problem?
