cloud – Which clould platform provides the least expensive persistent disks (storage block) for personal use?

To learn and practice, I want to have enough disk space to create virtual machines, install applications, and so on.

So, I'm looking for a persistent disk storage.

Having an external disk of 1 TB might be enough, but I am not sure and I must also keep the external disk always safe from external damage. So, to avoid that I'm looking for a cloud provider. The confidentiality of the data is not important. It's just for practice.

Is there such a provider -> I see Google Cloud Platform, but for the moment, I am not able to know if I am charged too much (because I continue to recreate VMs, which involves a lot of money. I / O) or are there other alternatives or approaches for my use?
