Drupal 8, create a custom module but page not found

I am new to Drupal. I'm trying to follow a tutorial to build my own module.

Drupal 8 (latest version) is installed on MacOS.
For example, I use it via the URL: http: // localhost / drupal / admin / content

My module is defined like this:

Regardless of "clear cache", I have a page not found!

And why do I get "page not found", where is the problem?
