fraud – Can a magnetic credit card writer encode a blank card based solely on a credit card number?

I was wondering what information is stored in the CC mag strip. For example: if someone has caught a CC number, only the numbers – no HVAC, no exp date, etc …, it is quite difficult to use my credit card for online shopping because most places require information such as exp date, CCV, etc …

However, if someone only has my CC number, is this information sufficient to use a tape drive like this, so that I can write my data to a physical card and then use it as a normal card in a physical store?
