htaccess – Understanding the first part of this mod rewrite: ^ (. *)

I just copy-paste the first part of the redirect from a website:

^ (. *)

I want to know what that means, why is it so complicated and possibly if it can be simplified?

The totality .htaccess The file currently contains:

# turn on the rewrite engine
RewriteEngine On

# unconditional redirection to the new website
