interaction design – How to download the same element in different file formats and an optional extra element?

I build an internal application for a company.

Ideally, the user should be trained to use the application (possibly), but it would be better to make it understandable without the need for specific training.

The context
The application displays a table with a list of the results of the settlement.
Users do not have any additional details about these colonies.
The only way to see more details is to download the software Settlement Report file.

The problem
Each regulation (and therefore each row of the table) has its own report. These reports can be downloaded in pdf or in CSV format. The user must be able to choose the file format to download.
In addition to this, each regulation (again, so each row of the table) has its own Tax invoice report that can be downloaded, only in pdf format.
These two files are not necessarily downloaded together all the time.

How to distinguish between action and clear and simple intent so that users can easily download the files they need?
