Is there a place for commonly used Inputs or Actions in Material Design?

From what I understand, a single viewport using material design components can have

The middle, “main” portion of the screen for tables, paragraphs, cards, image lists etc

In my application, I would like to be able to do certain things from any point in the application.

It’s a language learning app, so I’d like to be able to switch scripts, switch spoken languages and upload learning material with files.

These seem to require relatively large inputs which do not fit inside of a drawer or floating action buttons. Does Material Design permit large inputs which are sort of “universal” to the app? Or does it require that these inputs be in their own Modals, Cards or other Surfaces and opened from the navigation items?
