SMART is essentially read-only.
You can change the value by solving the underlying problem and allowing the reader to solve it himself (if he can!).

Later, when some of these sectors are read successfully, the value is diminished.
Note the two things that must happen:
- Sector must be read
- Reading must succeed
If the hard drive sector has suffered permanent damage, this number will be never go back to zero. I like to replace hard drives when this happens and let the redundancy of their RAID configuration or mirror configuration solve this problem.
