mysql – Improves GCP SQL failover speed

I have tried the high availability options of GCP SQL. Is there a way to improve the tipping speed?

The attempt to manually switch over to the UI takes literally more than 5 minutes when mysql is completely unavailable.

I currently use the smallest 5.7 second-generation instances possible, with no traffic reaching them.

It looks like it's actually about stopping and starting instances. I have trouble understanding how this is an option for "HA", which means minimal downtime.
