Network – Icecast Installation Issue

I am new to these forums and my Linux experience is very limited. I can not connect to Icecast through my web browser (Chrome). Attempting to connect to http: // localhost: 8000 / admin causes a refused connection. I have a Plex server running on the same computer and I can access it via http: // localhost: 32400 / web / index. Here is the terminal output for port 8000

$ wget localhost: 8000
–2019-02-26 19: 07: 00– http: // localhost: 8000 /
Resolution of localhost (localhost) … 127.0.0.1
Connecting to localhost (localhost) | 127.0.0.1 |: 8000 … failed: connection refused.

Here is the output for port 32400 that works for Plex

$ wget localhost: 32400

sudo ufw status
Status: active

To the action of

I've also disabled the firewall to no avail.
