How do you access local documents via HTTP from Google docs, assuming you have a web server set up?

I see it mentioned https://stackoverflow.com/questions/25565613/add-link-to-open-a-local-file-in-google-docs an answer says “Google Docs/Sheets accept links to localhost as acceptable files to establish a link.”

I set up the web server no problem with python as mentioned in answer here https://stackoverflow.com/questions/5050851/best-lightweight-web-server-only-static-content-for-windows just doing python -m http.server 8080 and http://127.0.0.1:8080

So let’s say I have http://127.0.0.1/a.txt I can’t see a way to get google docs to open it.

I’m not looking to just upload a.txt to google docs and have changes only in that uploaded version. I want either that either some software syncs the two. or that google docs directly opens that file.

I can’t see it being possible with just those two technologies as I understand them. So I am kind of wondering what that person is talking about or how it might be done.
