sys.dm_db_index_operational_stats does not give correct statistics on the sql server?

While working on index analysis in SQL Server 2017,
I observed that sys.dm_db_index_operational_stats do not display the index becomes used (column name range_scan_countHowever, when I checked the same thing in DMV sys.dm_db_index_usage_stats showing that nonclustered index is used under the column user_seeks (For the specific table I am creating nonclustered index to gain the performance of the query).
Unable to understand why there is a difference? Can any one help me to understand why this is so?

Note :-

  1. No system / SQL Server service was restarted during this time.
    activity, as well as the database is not attached / detached.
  2. Creating a non-clustered index on a table used in one of the functions, this table is not used in
    anywhere in the appeal process (main proceedings that call this
    function, highlighting the table).
