Icons – Cursor Resize – Col / Row vs East-West / North-South

I have a website with 2 panels. The user can resize both of these panels using drag-and-drop.

I want to change the mouse cursor when the mouse hovers over the edge of these two panels in a resizing cursor.

However, I noticed that there are two types of cursor icons for resizing (vertical and horizontal).

East-West (aka ew) and North-South (aka ns) cursors:

Col and Row cursors:

What is the difference between these two pairs of icons, and when should I use each of them?
