What permissions do users have to see the user name retrieve an item?

I have a user who goes into a library and tries to edit an extracted file. In Office, he receives a warning as usual, indicating that the item is extracted by "Another User", but he is unable to see who.

I am the site administrator, and if I am the same process, I get a warning that the item is checked out at "John Doe".

What permissions should I give my users to be able to view the user who retrieved the item?
